Can you provide more information?  What OS are you running?  Does this happen on all of your shortcuts, or only a specific one?  Please read this for helpful tips on posting about a problem.

I had that happen to me so I double-clicked on the icon/program
Although I couldnt see it it was opened.  I then pressed ALT key and the space bar at the same time.  A menu opens Select Minimize from the menu in the uppper left corner of the window.  If necessary, select Minimize again until that program minimizes to a taskbar icon.  Click the program taskbar item to open and view it.
