MISSING VMM32.VXD

Please help me! My windows 98 will not open because of this message:
"vmm32.vxd missing, needed to run windows" ?
I have tried everything! Scandisk, chkdsk, sys c:, Ext.exe, HP
Pavilion Recovery.
