Usb ports not working. Need help

Here is a side note i have noticed, when i plug my Mouse in the usb it recieves no power what so ever, but when i put my mouse into the converter so it can go into the OLD type mouse plug, it works fine.

Here you are converting USB to PS/2 which is a different sub-system.

If you have the time (and patience) perhaps an RMA from ECS would be in order.
You would probably have to sit through their troubleshooting spiel and let them do their diagnosis.

I have been pleasantly suprised at how good that process can be, even as a second-owner in a couple of cases.

What would proof of purchase of my pc have to do with the addition of a usb card.
I mean it was newly built so i bought it, as i did with my previous pc, which i had no problems with exect when i acciedently burned the front usb port(purely by accident) . SO i thought why not buy another custom build pc from ebay and so i did.Have not had a sigle problem until this usb issue really, with it.

Nothing.  But, it would be necessary for Return Merchandise Authorization.  Actuallly, I was thinking perhaps you bought the motherboard separately and assembled your own computer.  But, since you bought a complete PC, I'm not sure how that would affect the RMA on a separate component.  In that case, I believe you would need to seek RMA from the seller of the computer, not ECS.  And, if you have to pay shipping to send the computer to them, that's not very appealing, is it?  On the other hand, if they would send you a motherboard and you could install it or have someone install it, then maybe it's more appealing.
