Missing Customize outlook

Hello
I want to customize outlook. There is an Icon at the top right hand side just above where itsays messages,that says customize outlook today.When I click on it nothing happens
I am using outlook 2000 and Win XP

I don't have Outlook 2000 but, based on my experience with different versions of Office, that Icon seems unusual.  Anyway, try right clicking on a blank part of your Outlook toolbar area and selecting Customize.
