Formatted HDD not as big as Advertised

I recently bought a new external usb HDD from staples. Model = WD 5000AAKS

It's supposed to be 500 GB, but it is only 465 GB in My Computer. I didn't look to see the capacity before I quick formatted it to NTFS using Disk Management (diskmgmt.msc)

How do I get it to be the full 500 GB?

Basically the advertised size is greater than the actual size.

If you check the chart your drive is being reported correctly...
