My PC is stuck in a loop

I turn on the PC, it comes up with a thing saying "this computer has been shut down incorrectly", so I choose the "startup normally" option. It has the loading screen, but then goes black, says "no input signal" and goes back to the first screen. It does this for whatever option I choose. Please help. I have tried shutting down the computer, and starting again, but no help.

I am no good at computers, so please show me how to fix this step by step, if possible.

    If you have a real Windows CD, boot to it and choose the repair option for Windows

    i think the boot files have been deleted... the system does not know where to go... once u start so just try to copy and paste the files... like NTDLR and ntdl.sys files or use a boot disk..

    sure this will make it perfect..
