excel toolbar above top of screen

I have a problem with the toolbar being above the top of the screen.  Can't see anything above line 10 on spreadsheet.  can't move sheet down to see toolbar. How can i correct this?

So, everything above line 10 is above the top of the screen?  Weird.  If you right click on the Excel taskbar button, what options (Restore, Move, Minimize, Maximize) are available, i.e. not greyed out?  Is Maximize available?  If so, try it.  Please report back.

The excel toolbar is not part of the worksheet.  You have two different problems, I think.  One is that your toolbar is hidden.  Right-click the menu and re-enable it.  The second is that your worksheet panes may be frozen.  On the menu: Window-->Unfreeze panes.
