MSOUTLOOK 2000 / VISTA and OM9.DLL

I am installing MS Office 2000 Professional SR-1 on a VISTA PC.  When I attempt to start Outlook 2000 it starts to install repeatedly several times and then I get the following error.
Missing file OM9.DLL unable to start Outlook 2000.
Anyone get this before or know of fix for it??  Or where this DLL can be found??

Have you checked to see if Office 2000 is compatible with Vista?
