We plugged the RJ45 cable out of the router into the working computer before we plugged it into the computer running 98

But, what's subject of this discussion?  The network card in that Win 98 computer.  Since you have no Internet connection with it when connected to a line you know has a Internet signal, that sure doesn't support your claim that wife's son was able [successfully] to install the startech card on Easter Sunday.

I was going by what device mgr. said - that the card was recognized and the drivers were installed correctly....

Has ANYONE ever heard of Startech? Especially as opposed to D-Link, Netgear, 3Com, Linksys, etc.?

We established that you needed a different card days ago. What price is your time worth?
