Win2k will not let me configure TCP/IP

 When I go to configure TCP/IP for Internet access (DSL)I get a window
 saying "In order to configure TCP/IP you must install and enable a network
 adapter card".  The drivers for the on board network adapter are
 functional.  I can ping the network card and it responds and the computer
 knows when I unplug the network cable.  This is a new install of Win2K on a new Western Digital harddrive.  I have the original hardrive in the computer and that works fine.

    What happens when you go to a command prompt and you type     ipconfig ?

    OK...nothing is setup at all.

    Type ipconfig /all just in case and post the results.

    1. Are there any blinking light on the back of your computer? (the ethernet adapter should blink when connected to the net)

    2. Did you try replacing the network cable? (it might be bad)

    Both lights come on steady.  I get sent packets but no receive.
     The network cable works with the other hardrive in the machine.  Have un/reinstalled many times.  Just wiped out the O/S and reinstalled-same problem.

      Ping 127.0.0.1  What do you get?

      Try another network card.

      Have already tried another network card.

      This is what I got

      Reply from 127.0.0.1 bytes=32  time<10ms  TTL128
      (3 more times)

      Packets sent=4  packets received =4  lost=0

      Approx round trip in miiliseconds
      Min=o  max=0 Avg=0

        Check your device manager for error codes.

        Install the latest drivers for your NIC, but uninstall the ones you have first.

        Be sure to pick the right TCP/IP device from the Network list first, though.

        Yes I am plugged directly into the router.  I have another harddrive in the machine that works fine.

         I have un-re installed several times.  I have no errors on the device manager, I am curious about what was said about the TCP/IP device from the network list-where is that?

        That is where my trouble is happening when I select properties thats when it tells me I must install and enable a network adapter card, but the NIC is functioning as far as the computer is concerned.
          No this is not a dual boot... it is a separate (new) harddrive I was tring to setup because the old one seemed like it was going to die (it hasn't yet).
