See the Graphics section at http://www.computerhope.com/forum/index.php/topic,19999.html.  Be aware that Picassa instantly locates and organizes all the pictures on your computer.  I believe it may do this upon installation; at least, I recall reading in a review somewhere.  The reviewer was displeased because he did not expect or want his photos to be reorganized.

    My personal preferance is Photoshop, but a good freeware equivalent (that doesn't cost you an arm and a leg) is the GIMP project. Check it out at http://gimp.org/

    I've grown quite partial to Paint.NET.  It's good if you like things nice and simple.

    As soybean said, there is a lot of good stuff in the graphics section.
    There's a lot to be said for checking the FAQ sections.
    I agree with CBMatt, I prefer Paint.NET over the GIMP because I find it much easier to use, and faster.
    Especially with v3 now released.
