No System Retore, blank search page, IE inoperable

Found a jscript.dll file missing from registry.  Could this be the problem.  Using Firefox & Netscape ok but IE, Windows Media Player, Search, System Restore all kaputt.  HELP

What's your protection? And how did you find the jscript.dll to be missing?
