copying photos to a cd

for some reason when i right click on a photo file  or any file for that matter , when the drop down box appears after i click on send to, the only option i have is the floppy; send to cd or send to dvd is not on the list; i'm trying to send the photos to put them on a cd; how do i get the cd & the dvd to appear in the list? please help. i am using windows xp;
