    Actually, you can "remove" it by going to Control Panel, Add or Remove Programs, Add/Remove Windows Components (the button on the left side of the Add or Remove Programs panel), and unchecking the box for Internet Explorer.  This just removes it from the Start menu and Desktop.  That's why that panel shows 0.0MB as the change in hard drive space.  It's not really removing any program files.
