Exteranl Harddrive does not show up on Explorer

Hey, big problem here. I have an 80g external hard rive that for some reason will not show up on the explorer "tree". I have checked the status of the drive in the systems properties, and even rebooted everything. I hot plugged the hard drive and heard that new "hardware found" chime, but it still does not identify itself on the tree. Updated the drivers and even reinstalled the driver. I have a lot of info, I know it is there and I think the computer knows its there. However I am not able to "see" the external drive. This problem is present on my desktop and also when I plug into my laptop, with the same problem as described above. This hard drive is a Maxtor 80g. Please help.

Look up the drive letter and type that in Internet Explorer. See if it allows you to access the drive.
