I don't think there is a way to get a free site like mysite.com - the closest you can get would b mysite.hoster.com, like my site is darkblade.110mb.com.
110mb offers good reliable hosting with great support (no, I'm not working for them).
mbhosting is also good - look around for the best deal.
And if it is your site you can do anything you want (within the TOS of the hosting company) so yes, you can put a shoutbox on your site.
Hope this helps.

You're welcome.
anyone want to be admin?
Tempting as it is (power mad, haha) I know nothing about Runescape so I'll pass.
You probably won't need any staff until your site gets bigger, choose your staff from amongst your friends and trusted members rather than just anyone who asks.

Why do you say that?
Works fine for me, and has done all the while I've had my site.

If you mean registering your site at school, I wouldn't recommend it.
You want to take your time with it, which is something most people don't do at school.

As for when your site is finished, it depends on the content of the site rather than the hosting provider.

http://dot.tk offers free URLs like http://whateveryouwant.tk

However, they force an adbar at the top, and they don't host, they're just a DNS service.  Might be worth looking into later on.

You might want to get your information straightened out because I have every intention of quoting you!

http://www.110mb.com is 110x times better than that... It's just a tad difficult registering.

I agree, after looking around, 110mb is one of the best free sub-domain providers.

And no, you have to pay to have your own domain.
