First of all, why do you want to format your hard drive? Is it a spare?
Second, if it is your main hard drive, you can't really format the drive without messing things up. Formatting erases your hard drive. Always back up your data before making system changes.

DLoad a WinME bootdisk file from bootdisk.com...double clik it with a fresh floppy in the drive to create the bootdisk.
Re-boot.
At the A: prompt type in format C: /u and hit Enter.
Let it finish.

What OS are you going to be re-installing without the XP CD ? ?

p.s. if you do not have a floppy drive there are instructions at the above site to create a bootable CD with the same tools...

Everyone needs a real Windows CD sooner or later.

Where did yours go?
