tar.gz with windows?

I have audacity, an audio program that says it needs LAME library, a .gz file for mp3 encoding. Is it possible on a windows? I don't have the appropriate program to use that file I think. The help section says it's a Linux type file? I tried a couple archive programs, but it didn't make it compatible with my computer. It just backed it up or something? StuffIt and Winace, I think. It's a compressed file, so I need to get something out of it, right?
