windows xp install hangs on

my computer hangs on at "preparing installation" screen and when i try to cancel, my computer starts rebooting and then back to the same screen.  i can't go to my desktop nor can i access the internet because of this problem.  please heop

If your installation stalls, you were never able to access your Desktop or Internet..

Reformat and attempt to install again.

Never overwrite Windows.
