Windows XP lock out

I am running this OS, and have relocated the unit. Now its boots with me as the user, but when I try to open any program it gives me "can not find the file  / not authorized to view" or something to that effect.
Help ! what do I do?

What unit ? ?
What does relocation mean ? ?

This machine has Windows XP / Compaq 2.6GHZ. I have move to a new office and naturally it was unplugged. I have tried to set up again, as I said it will boot, recoginize me as the user, but will not allow me to access any program with error message "Can't file the file"may be authorized to access"
Any help will be deeply appreciated.

Do you access programs through the network at the office or they residing on your machine ? ?
Was the machine shut down properly before being moved ? ?
Is there an IT person at this office ? ? He may just have to re-enable your permissions on that machine.

Thank you for taking the time to respond to me.
I am a private businessman and do not have access to IT.
All programs are on the machine, and Windows was loaded on at purchase, so I don't have a copy to reinstall the OS.
It was properly shut down at the move.
Any ideas?
