Starting Windows 2000 Trouble

Windows 2000 loads and it comes to my actual user. A popup window appears and says that apparently a DLL called SCESRV.DLL is missing from this weird location.
Im not sure how to run into Safe Mode. I tried hitting F5 and F8 and nothing.  :(

EDIT: It also forces to restart after the popup window is given.

Copy it to a disk/flash RAM or something, boot YOUR computer in safe mode, and then copy the .dll to your c:\windows\system32 directory.

To get into Safe Mode you need to tap F8 repeatedly as the machine starts and before Windows starts to load...
