MS Outlook Calendar issue

For some odd reason, U.S. holidays do not show up on my calendar as recurring events.  I've installed them according to the instructions given in Outlook 2003 and they show up for this year, but not for past or future years. 

I shouldn't have to go through and make them recurring events manually...  what am I missing here?!?!

A technique explained in Adding Holidays to the Outlook Calendar for Outlook 2002 might work with 2003, but I can't say for sure.
