Installshield error 1607 Scripting RUntime

I keep getting error 1607: Unable to install InstallShield Scripting Runtime.
I went to the site and did everything they suggested, but it won't work. I can't install almost nothing now. I even tried the system restore. Anyone wanna help?

Edit: I am using Win XP Pro SP2.

D you have Administrative privileges on this computer?

If not...have the Adminstrator install the prgram for you.

I'm using the default administrator account. I'll try it on another one.
