Well, according to the system requirements, you would be able to run Vista with those specs...
http://www.microsoft.com/windows/products/windowsvista/editions/systemrequirements.mspx

I can't say, however, how well it would run.  Personally...with all of the compatibility issues that still need to be worked out, I would wait a bit.  You already have a chance of certain devices not being compatible.  At this point, I don't think you would benefit much from having Vista, and I think it would be best to wait a couple of months.  This is just my opinion, of course.

I'm not sure what the correct answer is here.

Some sites say there's absolutely no way to use DX10 on anything other than Vista...
http://letskilldave.com/archive/2006/10/17/DirectX-10-for-Windows-XP_3F00_--Repeat-after-me_3A00_-No.-No.-No_2E00_.aspx

And some give the impression that there's some sort of workaround...

You can look around a bit and give it a try, but DX10 is meant to be Vista-exclusive, so don't expect to have a lot of luck getting it to work on XP.
