Is my problem a failed motherboard?

My computer will not boot, fan runs, dvd-room flashes and it sounds like the hardrive is spinning but that's as far as it goes.  A problem started about a week ago when it would not restart using the windows option to reboot, it would only reboot after I shut the power switch on my UPS off.  I would then turn the switch back on, press the on switch for the computer and it would start.  There also is not beep from the bios.  I have tried all the suggestions on the forum that I thought might fit my situation, none of them have helped.  Is this a motherboard problem?

    Try going right into the wall outlet bypassing the UPS.

    If that doesn't work then it could be a power supply or motherboard problem...to begin with  ;)

    Thanks, I'll give it a try and hope it is something as simple as the power supply.

      what brand UPS are you using and did you install any software included ?
       How long have you been using that ups ?

      I can tell you hear and now if its your motherboard ....... when it boots does it turn off straight away after it has read all that hardware.....if it does your motherboard is fryed and you 100% need a new one.....also heres another way to tell ... look for any other error messages when your booting if your on a count down for a shutdown again its your mobo....motherboards aint too pricey...but im sure we can help you find a good one , if it is infact your motherboard i am looking at the worse case scenario here so you dont fry any compents....
