Problem regarding with user policies

I have change in administration configuration/user police/system.
now i have problem is that i donot open any file or folder.
even gpedit.msc file or even cannot open IE 6.0 or command prompt.
i m administrator.
when i double click any file it will give me an error:" This function has been cancelled due to restriction in effect on this computer. please contact system administrator".

please give a solution...

    Are there other Administrator-level accounts on the computer?  If so, log in as one of them and test the setup to see if it's just that account that's locked out, or if it's a system-wide thing. 

    If there's an account not locked out, edit the properties of a file and see what kind of permissions apply to Administrator.  Perhaps you accidentally denied him everything by default.
