i know i have some restrictions.
Will the flash drive work on other computers?
Since I don't know what kind of user restrictions we're talking about here I can't say if this is the cause, but you could try and talk to whoever set those restrictions.
Well, just looking in Device Manager wouldn't change anything; merely opening Device Manager would not resolve the problem. If it's really been resolved, you've done something more than look in Device Manager.

The word "Enhanced" is the key here. yap, soybean is absolutely right, that restriction isn't the problem... you plugged your USB on a low speed usb ports, commonly are installed in from of the cpu... now try to plug it on a usb (2.0) port at the back of your cpu...its a matter of trial and error only... am sure it will work...enabling the usb ports in the device manager has nothing to do with the malfunctioning or non-recogition of your flash drive by your pc...hope it works...gross_earnings
