Sound Card Problem?

I have an unusual problem. Whenever I boot my system(Win XP), the sound does not operate. If I need sounds to be audible to play Windows Media Player, for example, I need to Restart the computer. Only in the Restart process, the sound card becomes effective and sounds are audible. How do I rectify this pl?

Try re-installing the sound card drivers...

    i have thatv exact same problem ill try the same thing but i downloaded a movie and it ccant play the file its says sound device in use by othe rprogram
