Ok I tried something else. My friend has a 462 board that he just took out of his old pc, it was working when he took it out. He's selling the parts. This board isn't exactly like the one i'm trying, but similar. So I hooked everything to this board with the board outside the case. And I'm still getting the same thing. Everything appears to be working, but no video. I'm thinking it might actually be the cpu.
