intalling windows ME

hello again,have prob here..
im not very familiar with windows ME,my friend want to install that OS in his PC,he have an empty Hard disk,we just format it.when we insert the disk,do the installing program like usual,it say insert a diskette or something like that,anyone expirience this and got the solution?how to create the disk?what are the disk?

A more exact error message would be helpful other than"...it say insert a diskette or something like that".
