    CPU overheat issue?

    I just recently upgraded my brothers computer and as of 1 week, there seems to be a heat issue going on. When I startup the computer I go to the bios menu and I look at the cpu and MB temperatures and to my surprise it seems that the cpu temperature keeps on rising slowly all the way up to 70 celcius. I know thats a bad place to be at. All the parts are brand new and its a intel core 2 duo processor 2.66g. I can't seem to find out why? I even tried blowing a fan with the case off to see if it will stop rising but it just wont? HElP!!

    Intel core 2 duo 2.66ghz
    2gb corsair 6400 ram
    500GB sata
    Evga 8600gt

    Is your heat sync def mounted right ?
