PROCESSOR speed

In taskbar I have CPU useage meter.  When puter is busy it uses almost 100% of capacity.  But on my sis's puter CPU meter rarely goes past 25-30%?  It's like it has a governor to inhibit speed.  Anybody know why this could be happening?
AMD Sempron 3100+  1.80 ghz  1600Mhz FSB   windows XP home

Are the specs above those of the PC that never goes past 30%?
What are the specs of your PC?
And what is either one doing when the CPU is at its highest?
Maybe you're just not taxing it.
