Internet Explorer is currently running with add-ons disabled

This message keeps popping up whenever I change the web address and is preventing me from adding Adobe Flash Player. I go to Internet Tools and find everyhting is "enabled", so I can't do anything to correct this problem. Restarting Explorer or the computer doesn't change this. If anyone knows how to fix this, your advice would be very much appreciated. Thanks, Ed
