Very nice start to an excellent and useful guide, Zylstra.
.tk domains are available for free.  However, it includes ads on one side.
110mb will give you MySQL, and other features, for a small fee or 50 posts on their forum.
And the restriction is only on boxes 4, 5, 9 and 10.
Read more.
I recommend reading all of their features, terms and conditions before starting hosting with them or any free host as well - sometimes features you just assume they have are not available.

Zylstra, what do you mean there's no such thing as a free domain name? There are several web hosting sites that offer this. Could you explain?

We mustn't forget about html editors such as Notepad++ or Quanta. (depending on the os)

Also a few links to html/css/javascript/etc. reference sites are necessary.
MSDN Library - Microsoft Technical Reference for html, css, and other scripting languages
w3.org is commonly linked, although I don't think it's very helpful
webmonkey - Tons of good tutorials for html, css, javascript, php, flash, and more
Dynamic Drive - free scripts to use in your site

Also,
Apache Friends - Set up an Apache, MySQL, PHP server on your own computer (easily). Either for testing before you upload, or for your actual server.

    HTML-Kit, a free syntax-highlighting editor that I swear by. It has a preview (IE-Rendering only), Split view, and can open pages in any browser it detects. Common tags can be inserted via editable templates found in various tabs.

    w3 has been updated, I didnt realize how I gave its description (must not have thoroughly read it)
    w3.org is very important, since it allows for proper standardization reference and has many tutorials

    I've used www.lunarpages.com before and they were very good to work with. 24x7 support, php, mysql, cpanel, and ftp; unlimited emails, subdomains, parked domains and mysql databases.

    I've also been recommending www.godaddy.com because of their popularity and they've been around a very long time. I've never actually used them, however.

    They had a server crash.. and they are no longer going on. Removed from list
