Yes, I agree, Webmasters Best Friends warrants being a sticky.  But, I find it odd to mention just two "Pay-for hosts".  There so many hosting services and many offer the features Zylstra mentioned.  I use http://www.totalchoicehosting.com/

There are thousands :)
Specifically for free hosts, I really do want user input from those who have experienced services.
There are some pretty cheap hosts out there offering great services, there are some pretty cheap ones not so great at all, there are some expensive ones that offer crap, there are scams

I have only used 1 pay for host, but there are so many... TCH sounds better than mine. $4, 40GB, 1.4MB Disk space. Thats pretty dang good
