how to change language of a laptop?

my cousin from italy is coming back here in the philippines.
he wants to change the language of his laptop?
what should i do?
do i need to install another OS?
installing an OS in a laptop is the same with a desktop?

Depending on the OS it may just involve installing a language pack...some are free ...others are not.
Try the MS website This for example would be for Vista...

    What EXACTLY does he expect?
    For instance, if he has Italian Windows version, and he'd like to see Windows commands displayed in Tagalog, it's impossible.
