Looping boot sequence in Win xp home

Problem after fresh install of Win XP home -

Switch on & all that happens is a black screen telling me that a certain file is missing - and the pc just keeps on rebooting -
I have had this happen to me before but I wasn't clever enough to write down or print off the simple solution at the black screen stage -

Apologied for my ignorance but can someone please post the solution to this obvious problem -
All I know is that its a one liner on the command line

    And what exactly is this "certain file"?

    Without knowing all I can suggest is you try reinstalling.

    when windows discovers a fault it will keep re-booting itself  till it find the error??......as m$oft would say by design....
