Power Surge on Hub Port

I am having a problem with my computer. Every now and then the above is popping up from the bottom right hand side of the screen. It says "A USB device has exceeded the power limits of it's hub port. For assistance in solving this problem, click this message" When you click "A USB device has malfunctioned and exceeded the power limits of it's hub port.You should disconnect the device.

The location of the device is shown in bold type.
USB Root Hub (6 ports)
4 are unused ports
2 Unknown USB device (1 is in bold)

Recomendation: To re enable the port, disconnect the hardware and click reset. If you click Close the port will no longer function"

I have not connected any USB to the system. Now the speed also has gone down and some times it takes time to open a file.

Please let me know what I should do?

Do you use an actual USB hub on your computer? (Through any communications port?)
Or have you ever added one yourself?

Solutions:
If its a external USB hub, connect its power adapter
If the above solution does not work, or if you have an internal USB hub, check your drivers (Right click My Computer, click "Properties", click "Hardware", click "Device Manager", search for any devices with a question mark or exclamation mark, double click them, and tell us what the status says)
If that still doesnt work, and it is external, try disconnecting it, shutting down, starting up, and connecting again

I thank you for the fast and prompt reply.

When I right click on My Computer there are two with question marks.
                   -?other devices
                      ?Video controller (VGA compatible)

When I double click the First - Other devices - It minimizes the second with +Mark 

When I double click the second the properties (General) are
 
 Device type     : Other devices
 Manufacturer   : Unknown
 Location          : PCI bus 0, device 2, function 0

Device Status
The drivers for this device are not installed
To reinstall the drivers for this device, click reinstall

Device usage
Use this service (enable)

Please let me what I should do.

Re-install your motherboard drivers...
They should be on a CD that came with the machine labelled Drivers.
If not provide as much info about your machine including MBoard manuf. and we'll help track them down.
