Well I tried a system restore, however for some reason the calender only let me go back to yesterday, which is sort of useless because the problem still existed yesterday. However, I did try it and it appeared to fix the multiple windows opening up problem. The keyboard is still bungled though. So, half worked!

try the other keyboard again.

this occurs on my computer sometimes. Have you tried pushing the key in question so that windows get's a Key-Up message? please tell us you don't somehow use the OTHER ctrl key as a "copy holder" .
