Unable to download or install

Hi, I'm using Microsoft Windows XP home edition and I've been having trouble downloading any programs online for about 9 months.
For example when I want to get on youtube, I have to download the adobe flashplayer but it won't allow me to do that. The website says
that the Internet Explorer Security Warning should pop up but it never does. It'll also give me a blank rectangular box with a red x in the
top left hand corner but no image is visible. Also when I try to download anything else the download window pops up but it stays on
0% downloading and does not move beyond that, it also says "Internet Explorer was not able to open this Internet site. The requested site is either
unavailable or cannot be found. Please try again later." That's the same window that pops up when I try to download anything else  online. Any advice and help will be greatly appreciated. Thanks

Do you have Internet Explorer 7 installed?

I get the same response when I download any program off the internet, the same goes for Internet Explorer 7. It kind of just freezes and stays on 0% and the same window pops up as when try to I download or install anything else. I tried to download Internet explorer 7 but it wont let me.

    Try to set your security setting to default, if this doesn't work then try different browser like firefox, opera, or netscape. While you are in the Internet Options, go to advanced tab and set everything to default setting. Hope these helps you resolve the issues. :)

    I went to the website and tried the steps and rebooted my computer and nothing happened. Any other suggestions?

    Try this...
    In Internet Explorer, click Tools and then click Internet Options.
    Click the Security tab, ensure that Internet zone is selected, and then click Custom Level.   
    In the Downloads section of the list, under Automatic prompting for file downloads, click Enable.
    Click OK.
    In the Warning dialog box, click Yes.
    To close Internet Options, click OK.
    Try to download something

    If the above doesn't work...
    Ask your friend to download Firefox for you, put it on CD, and install it on your computer.
    See, if same thing will happen.
