photoshop moving items stick

anyone know how to make the items not stick to the top or bottom of the image on photoshop CS3 - windows? i am moving text and it keeps locking onto the top and on the bottom i want to be able to move it freely.

 In my experience there seems to be no photoshop problem that cannot be solved by more ram.

lol its not a photoshop problem,its a problem with the person using photoshop...

yeah it probably is, but i cant seem to figure out how to take it off lol.
