System Restore Problems - Windows XP

After a System Restore was done and it started to reinitialize Windows XP, a "Copy Error" prompt appears and asks you to locate files.   After locating the files, it goes on to a System Setup mode, and then locks up, and I can go no further.   I can not even start Windows XP in Safe Mode.

    It was recommended I do a System Restore because there were a few  problems - one was the CD ROM was not recognizing a CD
