Balloons/notifications are under the taskbar

Sometimes, when those balloons come up from the bottom right corner they are UNDER the taskbar. This isn't much of a problem because they extend far enough above the taskbar to be able to see what they say. I can't see them at all if I have any program running because they are under it. Also, when you point to something in the tray those little boxes come up with more information about the program, those also come up under the taskbar. It's very annoying, because for example µtorrent shows its download/upoad speed in those little boxes and I'm too lazy to open it. This starts happening randomly and is fixed with a reboot, but it starts again eventually. I've tried changing the theme from XP to classic but that made no difference.

But that's not what I'm trying to do, I'm trying to make them stop popping up UNDER the start menu.

    I tried it on my XP it didn't hurt anything. :-X

    Because I still want them to come up, just something is glitching or something and they pop up under the task bar instead of on top of it, like they're supposed to. I'll post a screenshot once it starts doing it again, I rebooted recently.

      Umm(from memory)...right click the task bar, and check the settings, but to be honest it will be obvious, as if it's not set to be always on top, it will be behind the active window...get me?

      I'm pretty stupid  ;D I was looking only for "always on top" but the option is actually called "Keep the taskbar on top of other windows". It is checked off, but that's the default setting and I do want it to be on top of windows, just not on top of those balloons. If I uncheck it and maximize any window I can't see the taskbar.

      Go to Start/All Programs:  Hover over any program listed, right click and select Sort by Name.  Repeat once more.
