cant open system restore have windows xp media

I have been having a lot of problems with my computer since ending some processes through the task manager, silly I know.  Now i cant open a lot of programs on my computer and when trying to do the system restore i just pull up a blank page.  I have windows xp media.

System Restore from Safe Mode...

i have followed the steps to try to system restore from the safe mode with command prompt but it did not work.  when in that mode it will not get to the point where it prompts me to enter a comand.

it starts to pull up and seems like it gets hung.  It never prompts me to put in the command for the system restore

It won't prompt you...it will be a black DOS looking box and will sit there waiting for a command to be typed in.
