some programs can't connect in internet

some programs can't connect in internet like utorrent and limewire but i have connection. not only that, in administrator account. all programs like IE7, mozilla, real player, utorrent and limewire are not connecting in internet.that's is why i can't use my PC in full length.

what the *censored* is the problem of my desktop?
pls help me with this...

Need more info: computer specs, ISP, what firewall are you using, what CAN connect to the internet, etc

windows XP,512MB ram,80Gb hd. my ISP is SMART Bro.
what can connect? i have created 2 accounts in my computer. 1 is for user and another account that is what im using now. in admin acct. all programs can't connect, while in my another account, only IE7 and mozilla that can connect in internet.

Turn off computer, disconnect modem from power source, wait 1 minute, reconnect modem, restart computer.
