Using Recovery CD's for my HP Laptop with Windows ME

I used my recovery cd's to recover my HP to it's orginal state.  The recovery process does not finish.  The screen is back and a meesage comes up" missing operating system"  Any idea what to do?

Yes, there are two recovery CD's, when I put in the second CD it does not finish, but that message comes up"miising operating system"

Why TWO recovery CDs? Do they both belong to the very same laptop?
