It gets stranger...
This is the IP assigned to your computer on your network 10.12.0.231.
Well I can't make sense of the strange results the sites are reporting, but lets try to ignore this for a second.
You definitely have a router present between your computer and the internet. If you don't have a dedicated router, chances are it is built in to your modem. You will need to configure the router to forward the ports you need open to your computer --> 10.12.0.231.
Take a look at this site and see if your modem/router is listed.

If not, post the brand name and model number and I'll see what I can find.

how would i figure out the brand name of my router.....

    Look at it...
It should have brand name and model number printed somewhere.

Where does the cable plugged into your lan card go? The other end should be connected to a box with some lights on it. What is the name of this box?

So your computer is connected directly to a switch outside your house?
          We can't help you then.
There is definitely a router between you and the internet that needs to be configured. Since you don't have ownership of said router the only thing you can do, is to ask whoever is in charge of your internet connection to open the ports you need. (Or change to another ISP.)
