Defrag and Scan Disk problems

I am having problems with my defrag and scan disk. I attempt to run either one, but can't complete them. They start, stop, restart, etc. I have Windows 98SE system. I shut off all known running systems. Help.

    122charlie.....you might try running your defrag...from the safe mode .......you may have better luck.
