Problem with monitor or video card or something

THis is our deal we have a desktop for our kids it was purchased in Dec of 06 I believe. When you boot up the computer it pops up with lines going up and down.
We have tried updating the drivers. Installing a PCI video card that just makes the computer freeze up.
Any suggestions?

What PCI slot did you put that video card in?  Some motherboards are finicky about that.  Try the top slot; if it doesn't work, try others.  Also, you may need to access the BIOS and disable onboard video (if that's what you've been using).

Be careful to avoid ESD (electrostatic discharge) when working inside the computer.
