I think we need much more info... Haven't told us your OS, etc..

First of all, what is your operating system?  I'll go with XP.   ;) If you have XP, the system file checker is a good place to start.  (You'll probably need your XP disc.)

      Start -> run -> sfc /scannow

You can read more about the process HERE if you like.

If that doesn't do it, we can help you through a repair install of XP.  (Unless of course you don't have XP.)
Why is this thus?  What is the reason for this thusness?

Ack.  ME does not have the system file checker.  Have you attempted to restore to a previous state?  Here are instructions from Microsoft:

How to Start and Use System Restore
To start System Restore, follow these steps: 1. Click Start, point to Programs, point to Accessories, point to System Tools, and then click System Restore.

The first time you use System Restore, there are two options on the Welcome page:
          • Restore my computer to an earlier time
          • Create a restore point

          2. Click Restore my computer to an earlier time and click Next.

          A calendar appears.
          3. In the calendar, choose which Restore Point to roll your system back to.
          4. Click Next.

You are prompted to close all applications before completing the Restore process because the computer will restart.
          5. Upon completion of the restart, a confirmation screen appears. Click OK to continue using your computer.
The next time you start System Restore, you will see a third option, Undo my last restoration. This is available in the event that the Restore Point you rolled back to does not correct the original problem that you were having and so you can easily get back to the point in time that you started troubleshooting.

Let us know how that goes.
Why is this thus?  What is the reason for this thusness?

You could try to turn the computer off, then unplug the old mouse and plug a new one back  in. Make sure you turn it off before you swap them. Then turn the computer back on and see if that fixes it. If it doesnt fix it you could try to go to the compaq website on a different computer and see if they have drivers for that model you are trying to fix. If they do have drivers, download them and burn them to disk. then take your drivers disk to the compaq and install them. Im not sure if either of these options will work but you could try them.

I don't know if we're looking at a Presario laptop or desktop but the main concern appears to be recovering files from the hdd, so slave it in a desktop or use it as a usb external drive and copy files before attempting any system rebuild which might screw the files completely.    When that's done you can continue to repair the original system.

                Good luck

You may also try to run following command:
                  scanreg /fix

Another one to run afterwards is:
                  scanreg /restore
You'll be able to select some earlier date. It won't touch your data.
